arj.exe	This decompresses .arj files. It can be set up to work easily with WinZip.

Dictionary Maker 1.0	This makes dictionary files for brute force crackers like CrackerJack and John the Ripper.
EditPad 4.0 Beta 4	A great utility and a webmasters dream, this program replaces notepad with features such as search & replace, multiple files, printing options, and more. Its small and easy to use.
Wedit Win32 3.1	A small, simple, yet free ANSI C/C++ compiler. Makes your stuff efficient and small. Only 2 megs to download (although 20 after install... it compiles its own libraries).
John the Ripper 1.6	Latest version of the famous UNIX password file cracker. Comes with utilities to unshadow files.
Saber Memory Viewer	This will allow you to view the first 640 k of computer memory. With it, you can view bits and peices of email, plaintext passwords, etc.
Net Monitor	This will monitor all TCP activity on your computer and report it to an easy to read screen. A small and simple alternative to a full-blown firewall.
NukeNabber 2.9b	The latest version of the popular firewall-like program. It can detect TCP, UDP, and ICMP DoS attacks. Also has a nifty DDE interface for mIRC.
PKWare	Includes four DOS utilities to manipulate zip files, including pkzip, pkunzip, pkzipfix, and zip2exe. This version supports long filenames.

mIRC 5.71	Latest version of the great IRC client used my most Windows IRCers. It is easy to use, very programmable, and best of all you dont need to register it to get its full benefits. There's no time limit, either!
Rftp 0.99	This is a small, simple FTP client that is easily transportable on a floppy disk, and best of all it's freeware.
Tweak UI	A very powerful Windows 98 powertoy that allows manipulation of many of window's settings. Im not sure yet if the 98 version works under 95.
Windows Policy Editor	This tool is for experienced users only! it gives access to many of window's hidden registry options. With this you can deny users access to certian programs, restrict commands and access to certian Windows features, not allow desktop icons, and more. Im not sure yet if the 98 version works under 95.
